Lagos set to kick off state-owned driver's licence

In an effort to maintain safety and sanity on the city's roadways, the Lagos State Government has finalized plans to introduce a state-owned driver's license in partnership with the Federal Government (FG).

In a similar vein, as part of the State's ongoing initiatives, the Federal Executive Council has authorized funding for phase one of the Green Line rail project, which is slated to start in the third quarter of 2026.

Oluwaseun Osiyemi, Commissioner for Transportation, said this on Monday during the 2025 annual ministerial briefing, which was held in Alausa, Ikeja, to commemorate the seventh year of Governor Babajide Sanwo-Olu, Dr. Obafemi's second tenure in office.

Osiyemi stated that the Lagos State-owned license would be introduced in a few weeks.

He stated that the project, which would be carried out in conjunction with the FG, is optional for drivers to obtain the new state driver's license or the federal license with the goal of improving road safety and sanity, among other things.

In contrast to the typical delays encountered with the current procedure, Osiyemi added, it would guarantee timely issue.

The Lagos Green Line project is a 68-kilometer rail that connects Marina to the Lekki Free Trade Zone via Victoria Island, Lekki, Ajah, Sangotedo, and the Free Trade Zone. It has roughly 17 stations along the way.

Osiyemi stated that China Harbour Engineering Company, CHEC, has signed a Memorandum of Understanding (MoU) for execution.

“The Green Line, designed to transport 35,000 passengers per hour, the funding for phase 1 of the project was approved by the Federal Executive Council as announced by Mr. Governor,” the commissioner stated.

The Green Line is a component of the State's larger rail expansion plan, which aims to improve Lagos citizens' everyday mobility.

He stated that phase one of the LRMT red line project, a 37-kilometer rail route from Marina via Oyingbo to Agbado along the Nigerian Railway Corporation, NRC, has been expanded with the purchase of 24 new coaches arranged as three sets of eight-coach trains carrying more than 500 passengers each.

Osiyemi stated that the feasibility study for the project's second phase, which connects Oyingbo to the National Theatre and the Blue Line, is still under progress.
